PANJIM: The final inquiry into the death of NRI seafarer Cipriano Fernandes has hit a road block as the prime witness has refused to cooperate with the police.Sources say that Georgina Nunes, an eye-witness to the police beating Cipriano, enroute Porvorim to Panjim, has not responded to all four summons issued by the inquiry officer DySP Bossuet S’Silva.
It appears that Georgina has been bribed heavily to buy her silence or threatened to keep silent. This is how democracy works in India and Goa. It could also mean that she could be a part of the plot.
Failing to get her deposition despite repeated reminders, the department on June 1 wrote to Cipriano’s friend that she needs to give a convenient date to record the statement wherein a team could be sent to her place.
Subsequently, another letter on June 9 was posted to her place reminding her of the previous letter.
“…convey a convenient date to record your statement…there has been no communication from your side. Your presence for the case inquiry will be highly appreciated,” reads the letter to Georgina.
In reply to the police communication, Georgina, on June 22 wrote that she was not keeping good health and hence she is not in a position to depose before the police.
She further asked the police to give her prior intimation of one week to make herself available at the Panjim police station for recording her statement.
Police inspector Sandesh Chodankar, police sub inspector, Radhesh Ramnathkar and head constable, Sandeep Shirvoikar were suspended by the then Director General of Police Bhim Sain Bassi on the basis of an interim report submitted by DySP Silva.
In his preliminary inquiry, the officer concluded that the three policemen had not adhered to guidelines for making arrests which were laid down by the Supreme Court in 1996.
Cipriano was arrested on January 7 after his girlfriend complained that he had threatened her with a knife. He was thereafter admitted to the GMC after he started frothing at the mouth on January 8 and died the next morning.

The cause of the death of Cipriano,was due to this "BIT*H" Georgina.
She must be suffering from extreme guilt.
However the Police officials that murdered Cipriano may also be hoping that she will not be part of the Judicial proccess.To this end, there may be "dark forces" in action.
Anyone that is implicated in criminal activity in Goa these days , pleads that they are unhealthy or are suffering from adverse health conditions,that prevent them from attending Poice Stations or Courts.
Ravi Naik, Mickky Pacheco and the Collector of Margao (Balli case) have all followed this route.Perhaps Yuri Alemao & Herculano,may also at some stage choose this route.
This is a major story in Goa.I am not sure how long Georgina plans to stall or delay the proccess.
Cipriano must be laughing from his heavenly abode.I can assure everyone and specially Gerogina , he is not "dying" from impatience.
I am not sure at this stage if Georgina is clever , has a game plan or is plain stupid.
What I do know,however, is that she will have to face, & be present in the Court someday.
It is in the interest of all Goans , to see that justice has been done.
Tomorrow it could be you or me or a family member.Lets hope Georgina has not forgotten this.

This Monster Rat's cucumbine trapped Cipriano, on orders of this Rat, by making Cipriano think that she loved him. In the end she was a traitor and cause of Cipriano's death. Now this Monster Rat must have threatened the Bi*ch of dire consequences if she testifies in court. Both of them will die a rotten death as Cipriano's sould must be crying for revenge.

If the key witness to the crime (I refer to this female Georgina) had made statements indicting the police from the very begining when cipriano was laoded on the van towards the slaughter house ( Panaji Police station)that he was being assaulted and there after even at the police station, why cannot these statements be held as testimony against her now?If she refuses to testify there are just two reasons , she is threatened by someone or has been paid to shut her mouth.Cannot the police or the court load This female into a van just the way they did to cipriano?, why cannot she be dealt the same way ?The court has to get her into the witness box and under no circumstances should she be allowed to delay the course of Justice.May the soul of Cipriano haunt those responsible for his death to eternity.

The files where this whore made the earlier statements must have already gone missing. Like you say, the only alternative is to drag her and dump her into a Police Jeep and take her to court to testify. Does our Gua Government of Guha Police have the guts to do that? No. Because all the concerned police officials are under the Monster Rat's payroll or goondas. This "B" should be slaughtered and thrown to the wolves. Not even the dogs will eat her.
Let us look at this issue from a different angle. If Georgina wants to really give true witness of what has happened, who is there to protect her so that her statement reaches the Court? She could be bumped off before she testifies in Court.
Her only alternative is to approach the High Court and testify directly and ask for protection as her life is in danger.
