Panchayats and municipalities are supposed to run for the welfare of the common people without political interference. But politicians have used money and muscle power to corrupt the system, so that they can gain total control and power to fulfill their selfish political ambitions.
Today it is those who are unemployed and uneducated come forward to offer themselves for panchayat elections. Some are school drop-outs, whereas some have little knowledge of putting their signature on paper when they get elected. The villagers elect corrupt candidates, so that they don’t have to go through the official channels to get their jobs done. Sarpanchas and panchas are then bribed to get a house or building plan approved, and also to construct their houses without obtaining the required permissions. Sarpanchas from the coastal areas have strong ties with the starred hotels, thus getting their share of bribes delivered at their doorstep. Recently, a South Goa sarpanch was accused of renewing the construction license of a resort by violating the provisions contained in the rules in force.
Street lighting, garbage problems, bad roads, inadequate power supply are the most common problems villagers are facing these days. But, Sarpanchas and panchas are now seen tailgating our plastic politicians and demagogs that they don’t have time to listen to these grievances of the villagers. Groups are created between the panchayat members. This is why we see so many no-confidence motions these days.
Development in the village seems only a remote possibility nowadays. The present day panchayats are full of illegalities,contrary to its very purpose. Honest citizens are suffering a lot, whereas sarpanchas and panchas make hay while the sun shines. It is high time the Director of panchayats should look into this and use the powers that have been assigned to him by the government.

There you go Willie, this stage at the panchayat level is for all these panchas & its members to learn the art of stealing, ( This is basically the primary level) once they have mastered this art here, they then climb to the next stage which is the assembly where they become proffesionals in their trade. Its unfortunate that what ever you have said is true to every word. No one today is interested in the welfare of the society, all they are interested is in themselves and their pockets.I know of a case in which a panchayat had waived of lakhs in terms of tax from a stared hotel without any justification. This issue was brought up and debated at the Gram Sabha, and the memebers were exposed, but unfortunately the person who exposed them was bribed with lakhs again, and this case was History. One can just imagine the volume of cash that flows in the coastal belts through Panchayats. This is the very reason everyone wants to be elected , not to serve the community, but rather to loot the community.My wish is for people like this to rot in hell.
Most of the panchas are uneducated bekar-loudi. Right now they are busy putting a price tag on them for the comming Assembly elections. They don't even know thr procedure to conduct a meeting. The discussions that are held during a Gram(GARAM) Sabha is nothing different from brawl in a "sorechi ghadi"

when the Director of Panchayat himself is corrupt and getting his monthly share of loot from every panchayat what common people will expect from these corrupt rogues.
Do anyone has the idea "Panchayat's in Goa are not Government or Public affiliated body" Its owned by the MLA's. MP's or by their most trusted DOGS. Panchayat of Sao Mathias Divar, for Narao, Malar, Vanxim etc is dictated by dictator "MODKOIKAR". What about your local Panchayats?
A Panchayat is like the KG Class, where you are taught how to fulfill your ambitions and make your future bright. Even if you are a peon in a Panchayat, he is taught how to become a Sarpanch within a few years. The basic education of corruption starts there.
People running these so called panchayats are all Bebde's either from poor backgrounds or ex-rouges.
