PANJIM: The file pertaining to the formation of the Goa Law Commission headed by Mr. Ramakant Khalap which had gone missing has now re-surfaced.
The Under Secretary Law Mr. N.P.Signapurker has informed Adv. Aires Rodrigues under the Right to Information Act that the file was received by the Law department on 5th January from the Debt Management Division of the Finance Department.
Adv. Aires Rodrigues had on 5th January filed a complaint on the missing file at the Porvorim Police Station against the Chairman of the Goa Law Commission Mr. Ramakant Khalap.
The Law department had earlier informed Adv. Aires Rodrigues that it came to the notice of the department that the file was not traceable on the 20th October 2010, on the very day Adv. Rodrigues had sought information under RTI Act about the Law Commission. The Law department had also informed Adv. Rodrigues that all efforts to locate and trace the file were futile.
Adv. Aires Rodrigues has stated that the very constitution of the Goa Law Commission headed by Mr. Ramakant Khalap with rank and status of a cabinet minister being against all established norms and practice was questionable.
Adv. Rodrigues has further stated that all State Law Commissions in the country are currently headed by retired Supreme Court or High Court Judges with senior legal luminaries as members.
Adv. Rodrigues has also stated that the Goa Law Commission is headed by an active politician who is also a spokesman of the Congress party as well as Chairman of the Mapusa Urban Cooperative Bank of Goa while the two other members of the Commission are not Senior Advocates.
Adv. Rodrigues has stated that expenditure of a whopping Rs 42, 03, 029 incurred by the Goa Government on the Goa Law Commission from April 2009 to Nov 2010 needs to be probed.
The Goa Law commission headed by Mr. Ramakant Khalap with Margao based advocates Mr. Cleofato Coutinho and Mr. Mario Pinto Almeida as members was constituted by an order dated 20th January 2009 for a period of one year. At the request of Mr. Ramakant Khalap for an extension to complete the work, the term of the Commission was extended for a further period of two years by an order dated 5th April 2010.

Congrutulation - Mr.Aires Rodrigues - Now catch the white hairs of that Marathiwada and throw him into Maharastra.I came across many Maharastrian and all of them were lovely people,much better then rest of Indian State but Goa Marathiwadas are first class bustards stabbing thier mother land Goa behind her back and at the same time enjoying unworthy post with the help of corrupt congress party.
Is it the file with the contents or just the file itself? There must be some accountability to know how it was missing and what papers from the file are missing. It is not enough to get back the file if the main pages are missing.
How convenient the file is found, but does it have all its contents in ? In Goa every important evidence goes missing so should our corrupt politicians.
