MEMBERS OF VALPOI FORUM FOR REGULARISATION OF ALLOTED GOVT. LAND by Abdulla Khan, Valpoi

VALPOI: Valpoi Forum for Regularisation of Allotted Government Land (VFRAGL) submitted a representation to Revenue minister, Mr Jose Phillip D’Souza in presence of North Goa collector, Mr Mihir Vardhan today demanding regularisation of possession on the land which is a long pending issue of these people.

The delegation include President of VFRAGL, Mr Haroon Shah, Mr Farid Khan, ex-councillor of ward no 7, Mr Nasir Khan and Mr Gani Shaikh. The delegation approached to the minister who has come to witness a function held at Valpoi and forwarded the representation. They told Mr Phillip that in the jurisdiction of Massordem village of Satari taluka during the Portuguese regime number of persons were given possession on the government land by various orders/afframento. However, due to mass illiteracy most of the people were unable to preserve such documents.
They also noted that the land is in possession of them since it was allotted by the Portuguese. Meanwhile, after liberation few who had the document manage to get registered their name in the ‘Records of Rights’ when survey was conducted while maximum percentage of local even they were allotted land are termed as encroachers and the land is marked in the name of Government of Goa. The members of delegation noted that these people are the land owner and not encroachers.
The delegation also recalled that in the year 2001, the government of Goa has passed an act to regularise the encroachment made by the citizen on the land of communidade after liberation of Goa. On the same line and keeping same cut off date 15th June 2000, the delegation members urged the minister to frame an appropriate act and all the persons whose names are recorded as encroacher on the land who are having sufficient relevant document may be regularised. According to them through this act of the government will give relief to maximum people who are in possession of land and are real land owner.
After hearing the delegation the minister, Mr Phillip directed the collector, Mr Mihir Vardhan to look into the matter earnestly and sort out solution of the problem. Mr Vardhan assured the members of VFRAGL that regularisation of possession land is possible and he will study the file forwarded by the delegation.
It is learnt from the one of the members that the delegation will me meeting speaker of Goa Legislative Assembly in next week to discuss the issue and MLA of Valpoi and state Health minister, Mr Vishwajit Rane have shown keen interest in solving the matter in the past and had assured to sort out the problem after discussing with the speaker and the Chief minister, Mr Digamber Kamat.

Many Goan citizens have lost out on their allocated land either they misplaced the documents or the land registry destroyed the evidence of them owning the land. But the Ministers have illegally encroached on comidade land unchallenged. The residents of Valpoi keep fighting for your rights and do not vote corrupt ministers to power.
