GOA POLICE OUT TO GRAB ANY PERSON IN DRUGS CASE OF GUDLAR

PANJIM: Goa Police have now decided on a new strategy of involving some innocent citizens of Goa in their work of investigation. To get their revenge on the public they have decided to name some innocent citizen in the drugs case as they could not save Gudlar from being trapped say the public of Goa.
According to Romano a Panjim local, who described the statement of Atmaram Deshpande below proves that the police have full fledged plan to involve someone innocent to get their revenge. “At least Atmaram Deshpande’s statement clearly denotes that they are set to arrest some innocent people to save the real culprits or as a revenge for the FIR they had to register against Gudlar” said Romano.
Goa police today said that anyone besides police sub-inspector Sunil Guldar can be considered in the police-drug nexus case investigation. Special Investigation Team (SIT) on Saturday registered a case against Gudlar who was caught on spy-cam tapes selling drugs to two women, who were kin of the jailed drug lord David Driham alias Dudu.
The case under Narcotics Drugs and Psychotropic Substances (NDPS) Act, Prevention of Corruption act and Section 120 (B) of Indian Penal Code has been registered against Guddler and others, without specifying others names.
“Section 120(B) of the IPC is very wide and open. Whoever, even the person who is not named can be considered. It is a matter of investigation and the investigating officer has to decide,” Police spokesperson Atmaram Deshpande told reporters when asked to specify names of “others” in the First Investigation Report (FIR).
Romano also said that this is clear warning to the public and witnesses to stay clear off and not to come forward. “Deshpande’s words say it all, as their pride has been wounded and the honour of the department is at stake” was Romano’s final say.
The FIR was registered after civil right activists led by Kashinath Shetye and Ketan Govekar approached the local Court stating that the police were reluctant to act in the drug nexus case.
The complaint letter named former SP Veenu Bansal, who is now posted in Arunachal Pradesh and “Roy”, as being involved in the nexus. Replying to a question on why “others” were not specified, Deshpande stated that the on-going investigation will summon persons “as and when identified and confirmed.”
The officer denied that there has been any delay in taking action against Gudlar or probing into the matter. “If the investigation points out at any things or person, it will precede in such direction…It is a fact finding process and lot of discoveries happen. Discoveries of fact are a major component…” he said.
Responding to yet another query, Deshpande said that Gudlar’s arrest will be decided by the investigating officer depending on the investigation. “If custodial interrogation is important, then an arrest can take place but if it is a normal investigation or interrogation, then an arrest is not mandatory. It again depends on the lines of the investigation,” he said.
Gudlar was caught on camera negotiating with the two women over the sale of drugs. After an inquiry by the Crime Branch, Gudlar was placed under suspension and is currently facing probe by the SIT. – (Courtesy DPS)

Yes the Goa Government and their police henchmen are not at all interested in putting an end to the drug menace as they have become worse than the criminal mafias. This is another article from the Times of India.

Gudlar may not be arrested soon
TNN, Jan 25, 2011, 01.02am IST

PANAJI: The FIR filed against him notwithstanding, PSI Sunil Gudlar may not be arrested anytime soon. "It is mentioned nowhere in law that a person should be arrested immediately. It depends on how the investigation proceeds. It is the investigating officer's call whether he requires custodial interrogation or whether normal investigation will suffice," police spokesperson Atmaram Deshpande told reporters on Monday.

Asked if former ANC SP Veenu Bansal and politicians named in the complaint would be summoned, he said, "All aspects of the complaint as mentioned in the FIR will be examined. Under section 120 B, any person thought to be linked with the case can be examined. Investigation will proceed as per its own priority. It is a fact-finding process where you try to uncover the facts and then follow the discoveries."

Police registered a case against Gudlar on January 22, almost 20 days after a tape showing him selling drugs, accepting a bribe and threatening to plant charas if the bribe was not paid came to light.

This was expected of the Guwa Police. If you cannot get the culprit, get a Victim to show the Public the tremendous job you are doing.
What a shame for the police to see their very own kind be the main culprits in this drug/Criminal scam. What more repute does the Police force have left in them to mention. A total disgrace to the Profession.
