PANJIM: The Goa Medical College and Hospital doctor, Dr Silvano Sapeco deposing before the JMFC, Panjim on Friday said that Cipriano died of two head injuries. This was revealed to the press reporters by the Sub Divisional Magistrate, Tiswadi, Mr Shabaji Shetye. Mr Shetye further said that so far he has quizzed 30 witnesses relating to the case and statements of 3-4 persons are yet to be recorded. He said the inquiry is still incomplete and expected it to complete within the next few days.
After going through the histopathological, viscera and post mortem reports, Dr Sapeco in his final report submitted to the JMFC judge said that Cipriano’s death occurred as a result of concussion and swelling in the brain which was a result of two injuries on his head – injury nos 6 and 7 mentioned in the forensic post mortem examination report. The injury nos 6 and 7 on the head were due to a blunt force impact. The post mortem report had clearly mentioned that there were seven simple injuries on Cipriano’s body.
Mr Shabaji Shetye stated that he has checked the police records like the station diary, arrest register, log book, wireless radio message besides the diet register and clothes of Cipriano which were on his body on the day he died. He informed that all the documents were handed over to the JMFC judge Friday evening.
Speaking to the press reporters, Mr Shetye stated that he was summoned by the JMFC, Ms Shabana Shaikh to depose before her. Mr Shetye informed that the Judicial Magistrate First Class commands powers under Section 176 to summon him and ask him about the case. Meanwhile, the SDM recorded the statements of two witnesses in the Cipriano case Friday evening.
It may be recalled that three policemen were placed under suspension by the DGP, Mr Bhim Sen Bassi on the basis of an interim report submitted by the DySP Mr Bossuet de Silva. After conducting an inquiry, the DySP had come to the conclusion that the three policemen had not adhered to Supreme Court guidelines while arresting Cipriano. The departmental inquiry is still being conducted.
Cipriano was arrested on the night of January 7 after his girlfriend complained that he had threatened her with a knife. The next day, he was admitted to the GMC after he started frothing at the mouth. He died on the morning of January 8.

It was earlier denied by the GMC doctors that Cipraino’s death was not due to injuries. It prove that peoples power do work, for the truth to come out. If Goans stay united the Government will come down.
I am sure diogofichardo that this is due to Niz Goenkar that the Doctor must have been frightened of getting a spanking on the site. Niz Goenkar is the only sight that brought the truth to the people and exposed these rotten crooks. I know that everybody is afraid of Niz Goenkar for the fear of truth that Niz Goenkar brings out. Yes truly said and right. Due to Niz Goenkar lot of problems get solved in Goa. All the crooks are afraid now and are very afraid to do the wrong things. Ever since Niz Goenkar has struck, the crooked and corrupt have tried to hide themselves and behave according to the law. If it was not for Niz Goenkar, today there would have been not truth brought out before the people of Goa.
I agree with Chandrakant Kankonkar and Suryakant that these rogues are really afraid of NIZ GOENKAR. Thank God that Niz Goenkar came into existence and all the illegalities of the thieves ruling Goa have been exposed.

The way in which the police dealt with Cipriano. They do not deserve to be in society. The jungle is the best place for them to be. Let the Wild animals devour these B..t...ds alive. To take away a life is no ones right unless your life is in danger itself and that too that should be the last option in your armoury. May the heaviest of sentence be imposed on the police involved. Another eyewash. Why the names of the doctors who conducted the post-mortem not reported? Was there a judical magistrate when the post-mortem was being carried out. Where there witnesses? How sure are we that the post-mortem report was conducted on the body of Cipriano and not that of some other person?
If the doctors cannot come to a conclusion on the cause of death, what sort of doctors are these. Have they also faked their degrees and paid capitation fees to pass MBBS and MS degrees?
I have a strong suspicion that Cipriano's death was due to loss of homeostasis, leading to cardiac arrest, causing loss of oxygen and nutrient supply, causing irreversible deterioration of the brain and other tissues.
This could have been trigged due to various factors, including use of external force and due to his inebriated condition.
Now were all precautions taken during the autopsy?
Properly preserving and storing the evidence is a vital part of the autopsy. At the start of the autopsy, the coroners have to make sure that everything is hygienic, so to avoid contamination of the evidence on the body and also for health reasons. Once the autopsy has begun, samples from major organs, tissues, bodily fluids, blood, hair, fingernails, mouth, sexual organs and rectum are taken and placed in contamination proofed sample containers. The major individual organs are weighed and the containers of samples are then stored in refrigerated storage areas until they can be sent away for further testing and analysis. It is important that the evidence collection and storage is done properly, as this evidence will be included in a coroner's report that will be presented in a court of law.

In terms of evidence storage in general however, the main requirement is, that one or more people will be able to testify for the item's security from the moment it was collected to the object's appearance in court, a process often referred to as the 'custody chain'. Temporary evidence storage forms the most susceptible link in the custody chain, as this is the period when evidence leaves one officer's hands (usually at the police station) to when the evidence is safely collected by another officer to be stored in the property room. During this period, the evidence should be safely stored in some form of secure storage, for example, in secure lockers with automatic locking systems to prevent the need for keys or locks.
For common people Arrest comes first and then investigation but for Politicians,Bureaucrates & for their kins it start with investigation and then arrest only if there is tremendous protest from publics..different law for different people enacted by bloody Indian dogs on Goa.Why are criminals from Goa Police are not arrested immediately this crime? Arrest the criminals and put behind bars. If this was done by a ordinary citizen, would it have been the same story? The Gua Pulis would have been happy to click a picture of the criminals with them standing beside and publish it on all newspapers of Goa and show it ont he TV. The Gua Pulis is as much corrupt as their master Matkawala Rober Naik. Get the criminals and send them to Tihar Jail.
There are no words to describe the barbaric methods used to torture and Kill Cipriano.Inspite of this wrong doing the Govt still had the audacity to claim that it was not the fault of the Khaki uniform. What happened now? whose fault is it? To the people of Goa lets have these Police get paraded in Public and let them spent the rest of their life rotting in jail.
