WHAT HAPPENED TO CIPRIANO THAT FATEFUL DAY AT THE PANJIM POLICE STATION!

In what could be a shocking and a harrowing tale of horror at the Panjim police station on the actual facts leading to the death of Cipriano. This could have happened to any other Goan, Cipriano could have been our brother or a family member Georgina Nunes relates the tale in her own words as to the things that happened in her presence at the police station. The recount of the story goes thus:
I saw him getting tortured, dragged and beaten: Georgina In a harrowing tale, Georgina Nunes, who first complained against Cipriano and travelled in the Bolero sued by the police to bring Cipriano to the Panjim police station from Porvorim, tells all to the State Police complaints Authority in her deposition on January 25.
“Soon after the vehicle re-started its journey to Panjim I heard that some noise and commotion ‘daddam dudump zaunk laglem fatlean’ was going on in the rear seat where Cipriano and the two policemen were seated. I could not see what was going on because the driver of the vehicle told me not to look behind”
“Constable Shirvaikar directed the driver to drive to Panjim police station. After that I heard Cipriano telling them to leave his hair which I presume the policemen were pulling at that time and saying ‘sodai re paem podtam, moje kens dukta’. Leave my hair and I beg you for God sake my hair are paining,”
When Georgina reached the Panjim bus stand a panicky Cipriano began reciting prayers. “I heard Cipriano screaming in pain ‘Saiba tum maka pau’, ‘Alla Akbar’ and ‘Om Namah Shivam’.”
“I also remember that later on when Cipriano said ‘Om Nama Shivam’ Shirvaikar telling him ‘tuzo om nama shivam kadtam bhair.” she added. Soon after the vehicle reached Old Patto Bridge, Georgina saw Cipriano’s left leg stretched till the brakes to which the driver, identified as Ryan threatened him break his legs if he didn’t take it off the brakes of the vehicle.
Cipriano obeyed but his leg once again slid through the gap. The driver pushed back Cipriano’s leg but it once again fell on the brakes on reaching the Old Secretariat.
The policemen then threatened him showing the ‘lathi’ but Cipriano failed to respond to any orders. They then reached the police station.

The Bolero reached the Panjim police station wherein Cipriano was asked to get off the car which he did not react. “…I continued sitting inside the vehicle, the driver and the police men got down and started pulling out Cipriano form the vehicle. While doing so I then lifted Cipriano’s leg which was on the left brake of the vehicle and placed it on the driver seat in order to make it easy for them to remove Cipriano,” she said. “While lifting the leg of Cipriano, I turned back and saw him with his eyes and mouth closed. I then thought that Cipriano might be pretending to show he was unconscious. I saw Shirvaikar and the other constable dragging Ciprianos body to a room attached to PI Sadesh Chodankars cabin.
Seated in the ‘visitor’s room’ of the police station, Georgina saw Shirvaikar pulling out a ‘khaki colour belt’ and getting in the room where Cipriano was lodged. “After that I heard sounds of blows given with belt inside that room. The driver then came near me and told me to go home,”
It was 10.30 PM. Ciprianos ordeal had only just begun.
One question to the Goa police, what right have you got to murder in cold blood any human being? Does the law give you any right to do that? Just for quarrelling with his girlfriend police have no right to kill the person.  Can this action be justified by the GOA POLICE.  The public would really like to get a statement from the police spokesman SP Mr. Atmaram Deshpande.

There is no doubt in my mind that Cipriano was murdered by the Police.Very brutally
The Goa Police have gotten out of hand in a lot of matters in Goa of late.They have been given the sacred blessings of Goa Politicians.
Goa to a large extent is not controlled by the Politicians.Politicians at some time, need the Police to exempt their own corrupt activities.
If any common man approaches their Local Politician for assistance, in any dispute nowadays, the Politicians Telephone the Police and are told to favour the case of their client.The use the phrase" he /she is one of us"
There is a famous saying by all Politicians."if you got good hold of the Police and part with a few Rupees (Bribes),your case will be treated in your favour,leniently and against the prescribed Laws.
The Police are also known to issue severe threats when one of their officer have been caught.This is indicated in the case of Cipriano, where a witness was being bribed and threatened with Dire consequences.
The NSUI President too, recently met such a fate.He was stoned black and blue to stop his action against the police/Politiciamn drug nexus.
The case in Bicholim recently also had a similar threat outcome.

Dr. Silvano Sapeco is one of the senior doctor in autopsies in Goa but he has proved in the past that his functioning in some of the sensitive cases depends on the political strings. It is evident from the report of the autopsy that Cipriano was badly hammered and killed much before transferred to the GMC. There is a big conspiracy here that needs through investigation. There must have bene several Cipriano's seen the dust due to Gua Pulis brutalites those went unreported. Ravi Naik or call him Robbery Naik should resign immediately owning responsibility for all his acts, it proves that his department is totally corrupt, involved in drugs, (including his sons) crimes and even robberies in uniform. The Government of Goa is the biggest SHAME of Goa.

@N.Fernandes... I totally agree with you. In Goa there is no rule of the law. The politicians and their supporters use the police to suppress their opposition. In the villages too, this is seen. If you are not on the side of the ruling politician then your life is made miserable. The Sarpanch will also work against you.
A friend's friend from Corlim, Mollar, told me how a young boy was harassed by Pandurang Madkaikar with the help of PI Gurudas Gawde for supporting Nirmala Sawant in the Cumbarjua assembly election. This boy wanted to go on a ship and a case was filed against him so that he could not join work.
It is this fear which forces young boys and girls to keep away from politics and politicians in Goa. Niz Goenkar will change their mindset and this is happening. More youngsters are now coming out in the open to support Niz Goenkar.

Kuwait police face death over torture: report
KUWAIT CITY - Kuwait's public prosecution plans to demand capital punishment for some of a group of 16 policemen on charges of torturing a man to death, a local newspaper reported on Thursday.

The prosecution has ordered that the 16, including three officers, be detained pending trial, a date for which has not yet been fixed, Al-Jarida daily cited unnamed informed sources as saying.

The prosecution plans to press charges of premeditated murder, abduction, forced detention, torture and forgery against some of the accused, it said.

The case came to light after 35-year-old Mohammad Ghazzai al-Mutairi arrived at the hospital dead from a nearby police station in the southern oil-rich city of Ahmadi in the early hours of January 11.

The medical report said the man had bruises and injuries all over his body and that his legs were tied on arrival.

The next day, Interior Minister Sheikh Jaber Khaled al-Sabah told parliament the man had died after complaining of chest pain and resisting police when arrested on suspicion of trading in alcohol, which is banned in the conservative Muslim state.

But Sheikh Jaber and the interior ministry both retracted earlier statements, acknowledging that a crime was suspected in Mutairi's death, and a high-level probe was set up at the ministry.

A parliamentary panel formed to investigate the case found that Mutairi was apparently arrested for personal reasons and that he was subjected to severe torture for six days, three of them at a remote place in the desert.

Three opposition lawmakers on Monday filed to question the Gulf state's interior minister in parliament over the case, with a subsequent debate expected on March 8.

It’s official now, after well-earned official titles like ‘Bhikari’ (2 poixea Supari, Goa Police Bhikari), ‘CHOR-police’, Goa-Police has better late than never earned the title ‘Supari-Killers’. What is Goa coming to??? Police-Raj, Goonda-Raj, Ghatti-Raj, Gambling-Capital,Drug-Land, Real Estate Mafia Goldmine ??? The hafta-collecting, lathi yielding and gun-toting cruel eyed, lecherous, rude, crude, brute policemen of peace-loving Goa terrifies me. Look at the way they prey upon helmetless and beltless riders while turning a nelsons eye to accidents or accident victims right under their noses or vehicles emitting thick black polluting smoke. Post-Portuguese how many Ciprian’s have been quietly eliminated by Goa Police and how many more will be ruthlessly executed in the near future? Will it be me? Will it be you? Who’s next on the SAVAGE SUPARI-KILLER GOA POLICE LIST???

Its thunder and lightening of Niz Goenkar especially in Goa and there are quakes within the political arena. A few months back Cipriano's case would have been brushed under the carpet and lost forever. Thanks to Niz Goenkar the general public is getting stronger and coming forward without fear as in the case of the witness in Cipriano's case who was offered 50 lachs to shut his mouth but he did not. He showed the true essence and qualities of a Niz Goenkar. Viva Niz Goenkar, Viva Goa !!!

It is very true that Dr. Sapeco and SDM came up with the truth is due to Niz Goenkar. They know that if they lie and try some monkey business Niz Goenkar will get after them. Now the first step of the Govt. should be to dismiss all the three policeman involved in this ghastly murder from PI, PSI, Constable to anymore anyone involved in the incident.

Finally Cipriano's case is getting exposed, his family should get justice. the case in kuwait is a excellent example. The 3 uncivilised brutes (policemen) responsible for cipriano's death should be tried and hanged. Next case should be of Geeta and her mother, Im sure inspector boucet acn be brought to justice. Thanks to niz goenkar, goenkar victims are finally getting justice. They cannot hide their dirty deeds. Viva. Victory to NG.

This should be the last straw for us! I think we should start disrupting all Golden Jubilee arrangements and meetings....we should demonstrate to get the attention of all of India, that we are not happy. We have had enough! Goa is a 'Police State' run by thugs with the Home Minister, a former motor-cycle pilot, that has a son who is a drug king-pin....A Police State is declared in a coup by a dictator. That is what has happened in Goa, we have been taken over by crooks and thieves who are looking at filling their coffers first! We know who the crooks and dictators of Goa are. We should start comings on the streets to show our discontent. If India can spend crors of rupees on the Golden Jubilee celebrations, we need to let them know we are NOT going to be part of the celebrations!!!! We need to take drastic action for Goa, see what they are doing in Tunisia and Egypt. We have enough reason to do this! We are being destroyed, we all know this! How much should we take?

I had a Small experience with Goa Police... when I was in Goa in Aug. 2010, my Cousin’s Mother-In-Law’s Gold Chain was Snatched from her neck and she was badly beaten up in the process, as the Chain being thick was not easy to break or remove and also as she held on to it as much as possible, barely 100 meters from her House, she wore it only that Morning to Attend a Function and was just getting home.
by a Guy, while the 2nd guy waited ready on a Bike for the get away, the chain was worth Rs. 65,000/- we went to the Police Station and lodged a complain, which I noticed was written on a plain piece of paper, the cops promised they will be there within an hour at the Crime Scene, but sadly even after constant follow up, the Police never even visited the Crime Scene once, I was there for 10 days and left back, till date she has never heard from the Police…. Ironic isn’t it? The Cops can Kill a guy only cause he threatened with a Knife, whereas the Cops never showed their face when an elderly Women was badly beaten up and Gold worth Rd. 65,000 was stolen,

To UskoGoenkar: Goa Police only attend promptly when they know they will get some HAFTA.
Looking at the state of Goa Police stations , they look like PUBLIC LATRINES or could be mistaken for one.
No wonder the inhabitants of these Police Stations are now being also being viewd and seen as rotting "shit".
