PANJIM: Home minister Ravi Naik on Monday said Goa has approached the Centre to secure custody of the most wanted person in the drug mafia case Yaniv Benaim alias Atala, from Peru, South America, where he was arrested on Sunday.
"We have taken up the matter with the Union home ministry and we are keeping papers ready for the purpose of seeking Atala's custody," Naik said after chairing a high-level meeting Monday afternoon. Those who attended the meeting were DGP BS Bassi, DIG Ravindra Yadav, district SPs Arvind Gawas (North Goa) and Allan D'Sa (South Goa), DySP (crime) Chandrakant Salgaonkar. After taking stock of the case, the home minister asked Goa police to immediately send a communication to the authorities to expedite the process to get Atala to India as early as possible.

Neither Ravi nor the government under the current regime have any credibility to get Atala (if it's him) back on Goan soil. It is better if these incompetent , corrupt regime go to Peru.

Eyewash, Ravi will never be interested in Atala's case as his own son will get exposed. Without Atala, Robbery Naik can always claim that his son was framed and thus innocent.

So he is infact with this statement building his own confidence and consoles himself that his son Charas Roy Pilot Naik is safe. But how long? Pilot and Charas you both cannot be safe for long. You will have to pay here for the crimes you have committed. I suggest Ravi should go back to his old profession and be on the Tisk main spot with his yellow cap Taxi motorcycle.
Well said Shyam, I once tried to put a comment on GOA NEWS calling him a motorcycle pilot, this comment was refused by the editor Sandesh Prabhudesai who sent me an email asking for proof of my comment. He also told me that Ravi might drag him to the court of which he was afraid of. But Shyam we have Niz Goenkar were we can fearlesly express ourselves. The Pilot Naik deserves no mercy.

I doubt if Atala will ever be extradited to India. First and foremost, I doubt if India has an extradition treaty with Peru.

Maybe, I am not aware of an extradition treaty if at all it exists between India and Peru and someone should enlighten me on this.
Secondly, if Atala gets hold of a good lawyer, the government of Peru will be able to set him free based on some of the Articles common to most of the extradition treaties.
There are as follows:
Article IV(2) provides that extradition shall not be granted if the offense for which extradition is requested constitutes a political offense.
Article IV(3) requires that extradition not be granted if the executive authority of the Requested State determines that the request was politically motivated.
Article VI establishes the procedures and describes the documents that are required to support a request for extradition. All requests for extradition must be submitted through the diplomatic channel. Among other requirements, Article VI(3) provides that a request for the extradition of a person sought for prosecution must be supported by such evidence as would be sufficient to justify committal for trial of the person if the offense had been committed in the Requested State. Under Article VI(5), if the Requested State requires additional evidence or information to enable it to decide on the request for extradition, such evidence or information shall be submitted to it within such time as that State shall require.
Moreover, the extradition process is a lengthly one and all documents pertaining to the case should be translated into the language of Peru, which is Spanish.
As such, I have my doubts whether Atala would return to Goa.
The other reasons why this case will fail is the court in Goa had granted him bail based on circumstancial evidence. So if the courts in Goa were not presented with enough documents to deny Atala the bail, how would the government fight his extradition from Peru?

I have no doubt that Mr Digu Kamat fully protects and Insulates Ravi.It is a finiancial thing.
It is quite clear, that Digu Kamat must profit from Naik in some way.
I rearely hear the Chief Minister make any statement of National importance.He must know Drugs infect society.
I can quite easily conclude that Digamber is a "lame duck" Chief Minister.
